This is AMAZING! Are there plans to make a Gestalt version for the machine enjoyers? I'd love to play a Covert Infiltration Automata, go virtual ascension and live on a single planet just hacking the galaxy!

Just a heads up, you may want to include this mod: "Expanded Espionage and Diplomacy" by Tovius as "incompatible."

I've spent the last couple days troubleshooting that mod+ his "expanded base mod" and today the author admitted that CCO is incompatible, although there was nothing in his description to indicate any issue.

FYI with 4.15 CCO+ your mod are behaving just fine.

On its own, this civic quiet weak, but with mods that make espionage worthwhile tool not only for getting basic info on empire, this civic is OP. I played empire that wage war by distabilising their enemies, crushing their market and production, causing havoc, pretty funny civic when you have good espionage mod, wich propose completely different and more important, valid playstyle. Can't wait for Shadows of the Shroud and proxi wars, play full-blown shadow government of galaxy that converts in their ethics other empires by manipulating unrest and discontent.

uhh originally I planned to give the civic some sort of diplomatic debuff, which likely would have been incompatible, but looking at it now, I don't see why they should still be. I'll update them to be compatible now!
