Mevious was involved in a lot of development work early on in the Portalverse, and he was always good about giving credit when he borrowed material, so I would guess it's probably his work in the video. It's a classic Mevious chamber -- nice little puzzle, no nonsense.

It predates Perpetual Lasers' workshop page by 2 weeks. Either they also copied from the trailer or they had beta access to the map editor and were themselves featured in the video.

This looks suspiciously similar to the Mevious chamber "Perpetual Lasers"
