usually i like to use some references and try to blend in some design elements i see from them and mix them with things i create myself. For weather control however, i had to just make things up. This version is actually the 3rd ive made. the previous two have stark differences stemming from me having basically 2 sentences to go on for its design

What's your mapping flow when designing a level? Like, just heavy use of references and just placing things where you think they're best at?
