Excellent work! Might just be on my end, but the winch in/out controls [2] [3] for the dingy only work from the seat in the cabin, they don't work from the remote control.

on the throttle itself. You will need to also change the gear ratios on the driveshafts going to the props

so, the shipo works, it turns out to be one of the mods i have installed was altering the engine, imma save my current save and see what mod is causing my engines to fail to start

Jason have you tried a new save? I have noticed a bug with the ecu I've chosen that can cause a no start issue. Usually happens on old saves

I followed the instructions you put down (without infinite fuel on) and since it wasn't starting I figured I'd build a little container (And I mean little) one side with Diesel the other with air/oxygen in the other, both are key activated and directly injects both air/oxygen and diesel into the Fluid anchors
