For Scout, there really wasn't much loadout potential for him, it didn't really "fit" his character, and it was funny because of the "Scout can't grow facial hair" running gag (even though it's a bit implied the nose and mustache are both fake).
We wanted it to be for Spy, to fit the "dastardly" loadout themes, but it unfortunately clipped quite a lot with his cigarette. There really wasn't anything we could do to fix that, without drastically reducing the size or shape of the mustache, which would kinda ruin the point of the item.
As for why it's for Pyro, there were quite a lot of funny loadouts Lazer came up with that were too good to pass up.
It was originally supposed to be all-class, but because of some thematic and technical issues, Scout and Spy had to be scrapped. Hopefully this clears up some confusion!
