Do URSS anthem really not make it? It changes only the lyrics...
Well, I'm not doing mods now (I don't have even Insurgency installed anymore), but, if you want, I could teach you how to do it by yourself. It's pretty easy, I promise! Sorry if I couldn't help :(

My Remove Kebab Win Sound Mod was banned of workshop for some reason, but I think you can find any other person that did it too at workshop. For the Russian Federation Anthem, well, I have the URSS 1984 version, if you don't mind. But I think that some other person made it at workshop too, just do a quick search :)

Yes, to any sound mod work you have to press ' ´ or ~ ,write snd_restart and press enter every time you enter insurgency and in the first match you join
