Copy the Operating Plan. Use the OP copy. Then it works. Its a bug in the game

Can't get the fleet plan to work. I have downloaded all needed items, but it looks like it won't recognize the operating plans as it's highlighted in red. Also when I try to open the fleet plan in the editor only the original bvg numbers show up. Any idea how I can fix this? :)
