have not tried the city overhauls as.. CATO.. but if there are any planned patches for them i'd love to see those.
Some constructive criticism: If you mix in a few of the 'swamper buildings' in with the gatherer's 'metal wall houses' it makes for a very nice and diverse 'scrap town' feel that the gatherer villagers SEEM to be going for (stone buildings are overrated. scraptown ftw)

As far as 'world mods' go I currently run Living world, Reactive world, CATO and Kaizo and have not noticed anything game breaking or lacking (there is a patch that allow living world and reactive world to play nice. the patch already includes reactive world so you dont need that mod. still - go show him some love) and even with Kaizo (near the bottom of my load order) - just adds life to the world without going overboard or rewriting all of kenshi like Genesis or UWE does
as for "does this work with reactive world" i think these mods already solve that (for the swamp ninjas and red sabers) as: If red sabres die - swamp ninja move in and vice versa
if both factions die - swampers move in. makes sense and seems lore friendly.
