I created a collection which patches the game to make small empires more powerful, especially influental in the lategame. I recommend to use this mod with the rework and set the custom settlement limits to 2 - 4 - 6.

You can try a One City Challenge if you feel like it :csgoskull:

I think it's possible, but it would require to make complete different changes. An because I don't need it, I would not spend this time for this kind of mod.

You could implement this kind of mod probably with the EFFECT_PLAYER_ADJUST_SETTLEMENT_CAP effect. Together with the requirements you described, it should be possible to make a modifier out of it.

No, I'vent tested the 1 city scenario. And it's actually no real one-city challenge ether, because you can build more cities than one, but you will get the standard happiness penalty.

I tested it the great world map and the AI seems to create cities until the limit cap. So if you increase the limit, the AI will also build more cities. It could work in the other direction too, but it depends on the weird "AI" ruleset implementation from the civ devs...

what happens if we set all of them to 1? we could have one-city challenge this way with all other civs, right? would they spam settlers despite of knowing that though? have you tested this with the AI?
