These seem to be just textures and model changes. All you would have to do is to make sure no files are missing, which can be easily done if you validate the game files.

is this something i can turn off and on at will with no ill consequence?

I may still update this mod with new content. Like i realized that i need to redesign some fences.

I tried but couldn't find out exactly which files to keep.

You can replace the dirt road texture with vanilla/some other texture modification's file.

I do like your Nordic Overhaul very much. But the mud road and as a consequence the mud areas for construction sites are just an eye sore. I could live with the much too bright and clean pedestrian bridges but not the mud roads.
