I actually figured out how to fix the female_03 with the checkboard head.

I had to use GCFScape to export the addon to my custom folder in the HL2 directory in my Half Life 2 files.

I copied the files lightwarptexture.vtf, normal.vtf and phong_exp into the materials/models/gfl2_springfield folder and now she looks fine!

The female citizen at the fence in the train station who's 'waiting' has a broken head texture, alongside hair and eye textures.
