@nivek222 This was a bug, but it's been fixed. Thanks for reporting it!

No idea if it´s intentional or not, but La Pluma's Armory replacement (Aka. the weapon shop) does not seem to allow the construction of military engineers. So unless you take over a city with a pre-built armory it might be impossible to make them (Unless there's another way I just haven't noticed yet).
Could be an oversight, could be intended, but since I didn't see any mention of this in the description I thought I'd point it out.

I didn’t have any leaders taken down—it must have been someone else’s. Maybe it wasn’t removed, just hidden by the author. I do remember a Columbia civilization mod that was temporarily hidden by its creator, but it’s public again now.

so this is a long shot, there was a mod removed on the worshop, the art resembled the govenor. I dun suppose if that was yours (if) you know what happened to it? I think it was an alternative leader for columbia
