Maybe my St Exupery Collection is something for you, you can choose to add 2 more settings that enhance the experience playing a tall empire. I also patched this mod to make it more impactful lategame [-90% influence] The original mod [max -80%] will still be available on civfanatics for those who prefer that version.

I suggest bonuses on tall more than detrimental factors on wide, like more growth, science and culture, probably something along the line of x1.5 per non-used settlement (net gain of 50%).
Just a suggestion ofc, great thought and mod nonetheless!
total influence gain gets a deduction per additional settlement after your capital, starting from -20% up to -80%;
base influence is increased;
this change will create options to build small and gives comeback mechanic to civs falling behind;
You will be able to spent influence more freely at the start; it doesn't feel like a "get more get good" but more like a mechanic that balances small and big civs and slow and fast expansion;

What is the penalty for each settlement? for each city, for each town? How does it change with city cap? Does it supersede the happiness penalty?
