Also, no, you don't need to damage NPCs to make them surrender. It increases the chances of them surrendering and for hostile NPCs it'll reset the "I won't surrender" parameter, but for passive NPCs you can just shout until they surrender.
If you don't like the chances of civilians surrendering you can adjust it with sss_civilian_shout_chance

I'm still thinking of adding different variables to the chances of NPCs to surrender and I will definitely add something like that.
I'll probably implement some systems from Ready Or Not, for example if you shoot an NPCs friend they won't surrender until you are dead or until they die and more stuff like that
Again, I'll just be hoping switching animation methods by manually animating transitions will help.
The answer to your question is something you should find yourself by trying out, it's pretty much just preference
And also the animations for surrendering do work, they're just iffy. Try things like restarting Garry's Mod, reinstalling the addon, making sure you're running on a singleplayer world and if all else fails then verifying your file integrity.
If none of that worked then it's unfortunate. If you like the idea of the addon I advise just waiting for the end of the month for when I get the proper animations to fix all the animation-related issues. Else you can just use other surrendering system addons.
At the moment I'm waiting to get my paycheck so I could commission an animator to make me custom animations that manually blend between states but if you figure out some way I could use the current animations I'll opt for that.
After all I'd be spending above 50 euros for an addon that's free.
For some reason animations sometimes don't replace rebel anims for some people as if something conflicts, sometimes even when player doesn't have any animation replacements and unfortunately I don't think that you can really do much about it.
It often happens to either male rebels or female rebels, rarely both.
By the way, nice job, I really like how organized the code looks.
Also I'm not so sure about its effectiveness since cops are trained to shoot the middle of the body as it's the easiest to hit and also the legs have a ton of arteries that makes it very easy for shots to the legs to be lethal lol (though this is a video game so I guess it doesn't matter)
