Hard to say, I've never opened Istvan's trunk before the quest Storm, so not sure if there's a script associated with the inventory preset. However, I don't recall any, thus it's probably a safe assumption the ring will also be in his chest at any time prior to the quest Storm.

Is there a forced delay to acquire it until the in-game point at which you have access to Toth's trunk?? Can I just go to that trunk at any time and find the ring, or do I have to wait until the story gets to that point before it spawns in the trunk?
I also won't even know if the mod's going to work until I get to that point. I have been playing for a good 70+ in hardcore hours, and I'm not there yet. Is there anyway to get it sooner without using the cheat console?

Strange I loaded a different save and it worked. I dunno what is causing it. I will likely finish this playthrough and then reinstall everything.

No this mod won't conflict with any other mod because the assets, files, buffs, name, guid, are all custom. It's also possible the mod isn't even installed. Try unsubscribing and re-subscribing. Other than that, it HAS to be incorrect syntax in your console command. Do NOT use quotations in the command to spawn this ring.

It is just strange as it was working 3-4 days or so ago. It wouldnt be conflicting with say another mod perhaps a charisma ring mod?

It's been tested for 1.4, misspelling console command does not = mod broken.

I tried with the cheat and it didnt work. Though the game has just had an update. Not sure if others are having an issue. I know it was working prior as I found it at Trosky.

User error. You misspelled command, looked in the wrong Trunk, or didn't install mod correctly.

Unable to find ring in Istvan Toth's trunk at Trosky Castle. Also tried using console command.

idk if its just me but it gives the buff regardless of what ring you are wearing
