These are generated as you move across the map in 8x8 tile blocks around your character. In simpler terms, they are those "paths" that form on the map as you discover places, as shown in this other image:

The chunk cleaner is ONLY necessary when you know that the map mod you're adding exists in one of those previously visited areas, or when a map mod update requires it (e.g., a house or road was added, something was removed, etc.). Deleting chunks from the map forces the game to regenerate them the next time you load your save.
Please note that the map you see in the background of the B42ChunkCleaner is just a visual reference.

It's not working for you because you're using the Zomboid client version 41.78; you need to use version 42 or later.
