Some of the soviets on this map appear to not have weapons. Playing as the romanians rn, and I noticed a couple of russians just standing there with out weapons lol

They should have ssh40s? In any case, Im currently updating these to have proper Romanian helmets

Some of the Romanian troops don't have hats/helmets. Is this normal or is there an addon I'm missing?

Nothing like that on workshop at the moment. As soon as we get any sort of soviet naval infantry content, these will get updated
