There are 2 valid placements for the Uranium Mine, you might have to rotate it once or twice to find out, but it can be placed.

Tried to play it, but couldn't complete it. I was unable to a Uranium Mine. According to the game, the terrain isn't flat enough. Maybe I didn't find the correct placement. Can you please share a screenshot of a valid placement of the Uranium Mine?
