the ones wearing the flak vests were also apart of a cut piece of 'defunct combine soldiers', which is weird to me it would be like a concentration camp worker suddenly switching teams with the guy he was about to put in the furnace

@MaliceAndTragedy He finish Rebels and Medics. But Medics have two style: Original and Concept art, just only one concept that I saw and it is rare to spawn it.
