This is a fairly common problem with Conan Exiles when playing with mods, even if the list seems identical.
unsubscribe and then resubscribe to all mods.
Delete the Conan Exiles\Mods\ folder (not the save files).
Delete the modlist.txt file (located in C:\Users\[Name]\Documents\Conan Exiles\Mods\).
Restart the game and manually reorder the mods from the Mods menu.
Then exit properly so that it creates a clean modlist.txt file.
add an exception for the Conan Exiles folder and Steam\steamapps\workshop\content\440900.

For me, everything works perfectly, both in solo and on the server. As you can see in the video I sent the link to, the game runs without any issues in both modes.
We have an 80-slot server with around forty active players, and everything works very well for everyone.
What about the mods that are outdated (the error I get directly after start)?
I tried just with some of the mods, e.g. the TOT mods and with this the game runs.
But I don't found out the exact one that let the game crash and the long loading times of the game are not really helpful with find the right one out. :(
(Was a fresh installation before I added the workshop items from your list :)
in that case, I can't help you; for me, it works very well.
Uninstalling via Steam does not remove all configuration files or caches.
After uninstalling the game, manually check and delete the following:
%LOCALAPPDATA%\ConanSandbox\
%LOCALAPPDATA%\UnrealEngine\ (Unreal global cache).
(Optional) %APPDATA%\ConanSandbox\ if it exists.

I'm going to give you some advice that I think you probably already know; I'm including the information just in case.
Open Steam.
Go to the Library tab.
Right-click on Conan Exiles → select Properties.
In the window that opens, go to the Local Files tab.
Click the "Verify integrity of game files..." button.
If that doesn't work, I advise you to do a clean uninstallation.
Go to Library → right-click on Conan Exiles → Manage → Uninstall
User data: C:\Users\[YourName]\Documents\Conan Exiles
Configuration & cache: C:\Users\[YourName]\AppData\Local\ConanSandbox
Also delete any remaining folders.
And I don't have the data for your server...
