I think what we really need is a mod that allows OTHER pawns to step in and stop social fights. Instead of decreasing their time, or disabling fights altogether, you give the player the ability to stop things using another pawn before things get too bad. Yes, I know you can always arrest the fighting pawns to stop it, but that's extremely inefficient for obvious reasons.

A solid 30 minute brawl between two colonists would be quite the event. The seven second minimum would also explain why every fight seems to last just shy of an eternity, especially with a pair of jacked up cyborgs.
