I think is not possible. At least the time I've made this mod, there were only audio files for winning sounds for both teams. I am not modding for a time, so I don't have the practice anymore, but you can check yourself. There are some very didactic guides to how to mod Insurgency sounds on Steam's Guides section which could help. Sorry and good luck :))

@Dr Phil: Both. I think there is no way to differentiate the insurgents's winning sound from the security's, or at least I don't know how to do it...

@Just An Aussie , just kidding, I'm sorry but I'm not doing mods anymore, but there are some guides at Insurgency's community teaching step by step how to do it. It is not even complex, is just that I don't have tools like Vegas and fancy audio converters now that can really make it easier to make this type of mods, you should give it a try :)
