this would be good if certain moves turned a humanoid xcom or VIP into a skeleton say an acid grenade.

Yeah, what he said.

It's specifically the Sovereign cape from the syandanas pack.
I also used One Million Colors to get the bone color down - 50% Red, 50% Green, 10% Blue.
60% Red also works good.

Skeletor's body is Tyl Regor's from his Squadmate pack. His hood is the Grineer Cowl from the Warframe Grineer Armory pack. His cloak is one of the Syandanas from the Warframe Syandana pack, I forget precisely which one. I also recommend using Dollhouse for both better color control and so you can fine-tune parts of his body (giving him actual feet instead of Tyl Regor's chicken legs.)
