outside of metropolis, threat themes are made with environments in mind. not characters.
also the vents threat theme sounds... nothing like the unfortunate development one

moon's threat theme only plays in vents

it plays anywhere where there is a threat in five pebbles. the only place with a threat in five pebbles is where there is rot. if you take dp into account, a similar theme plays in moon with a similar motif, and she has no rot. plus it's the Superstructure threat theme not the rot or unfortunate development rot theme. so, yk, it's completely valid that that might be why it's unused.

not the first time they left a threat theme unused. rubicon also has an unused threat theme in the files, both of em probably stayed unused due to time constraints forcing them to focus on more important stuff instead of working out the layering, or just because the devs preferred the atmosphere with no threat music

not true. enable threat music visual pulse in remix and you'll see that inspectors contribute to threat music if angered. also you can check in dev tools, the threat music volume in non-UD rooms of SS is set to 0%

no inspectors just dont make the threat theme play. if they are spawned in any region and angered they wont cause the threat of that region to play idk why but they dont

inspectors are present in other parts of pebbles. angering them does not play the threat theme because the threat music volume is set to 0% in every room outside of UD

maybe the fact its basically fp theme is why it didnt get used, makes sense as it would basically imply that the rot came from fp instead of other origins
