Why is the panther 2 more expensive that the tigers you made but takes up less space in conquest?

So where/how exactly do I access this Panther II in GOH Ostfront?
I have loaded an ongoing conquest campaign, started a new one as well, did not see it anywhere in the research tree or the list where you buy the units. This is the only mod I have subscribed to so it is not overwritten by anything else.
