The initial proposal of the mod was to interfere only with the vanilla empires
Im still unsure whether I should include predefined empires from other mods as well, I don't know if everyone would like that
I've updated the mod to include these 4 remaining empires.
But it still must be loaded AFTER/BELOW the Ethics & Civics Bug Branch to work.
Wondering if I can just learn to edit the code to add them as well.
I did find the the mod that was causing the issue: Ethics & Civics: Bug Branch (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2517213262) .
If loading above it, it will completely break your mod. If loading below it, it will hide everything but 4 of the Ethics & Civics: Bug Branch pre-made empires.
Place the mod last in the load order, that should solve it.
It's a simple mod that literally only removes the predefined empires, so it won’t affect any of your other mods.
An alternative is to change the "CUSTOM_EMPIRE_SPAWN_CHANCE" value to 100 in the "C:\Program Files (x86)\Steam\steamapps\common\Stellaris\common\defines\00_defines.txt" file, then to create as many custom empires as wanted and set them to force spawn (ON "phoenix" symbol button for each empire).
