The XComContent.ini requires unique TemplateNames for each entry in order for each piece to show up in the list for people who aren't using Unrestricted Customization (ie. instead of just IW_Torso, the entries need to be something like IW_Torso_Kev, IW_Torso_LPL, the reaper entries need to be IW_Torso_Reaper, IW_Torso_PL_Reaper, and so on). These then need to be carried over to the XComGame.int in the localization folder. Here is the fixed https://pastebin.com/VDGFD7Bh and here is the fixed https://pastebin.com/LtG8shfx . I think some/all of your other mods also have this problem, which is why they don't show up correctly for Reapers, Templars, etc.
