bots aren't coded to attack dead bodies in the vanilla game and trying to add that feature would require bots constantly checking for the closest dead ally body to use the defibrillators on

just use the EasyRevive mod instead if you want bots to revive each other

The surrender mod only runs once and it’s only when the match ends.

Bots aren’t supposed to respawn when the match ends so the surrender mod isn’t activating again

(purely speculation. I’ve never played with the surrender mod nor have access to its source code)

The bots might be sitting around because they don't have a squad or squad order after being spawned

It depends on what's happening. The mod uses the same code as the game to respawn bots so I am not sure why there would be any issue in this scenario. Try using the defib in different locations or in different situations?

Are the revived bots supposed to just sit there crouched and doing nothing or am I having a potential mod conflict going on or something?
