It is tagged as a SpacerGun (and MadScience), but the commonality is extremely low, so you'll rarely ever see it.
But it CAN happen!
It kinda can, while it is unlikely it will sometimes give pawns entire archite xenotypes, and it can decide to give them bionics and the like as well.

Fairly unlikely to be seen much.
The only relevant tag I gave them is the spacer gun one, so Spacer/Ultra factions like the Ancients and Empire can turn up with them, but...
I also set the chance to permit picking it to 10%, so even if it is a valid option it will get discarded 90% of the time.

Depends on how well the mod does. If it gets requested enough and people like the mod I could certainly look into more weapons with this type of effect.
At the moment it is hard to say if the mod will become popular or not. I'd rather at least wait for some user feedback first. :)

That would be doable.
Heck, everything is set up to be easily controlled via XML, so anyone with a little XML experience could make their own Randy Grenade mod, or whatever they please very easily.
1. Will enemies use these?
2. Is there a flamethrower version?
3. If yes to the above will you make a gene version for biotech?

Yes, it is all very standard form and operating as expected, for sure.
They wouldn't be very ordinary if that is all they did.
There are many dozens of random effects of different rarities.
