I think you can upload it and just let it exist. Having translation files ready will make life much easier for those wishing to correct it or add to it.
I'm unfortunately not a native speaker myself. I can recognize some obvious semantic errors, but when it comes to grammar or verb tenses I can generate errors en masse.
It could also be that the text is hard-coded into the main mod instead of being stored in the localization files, if that was the case, it could be translated, but it's much harder to do and would be very likely to break stuff when they update the mod.
If you wanted to check which is the case, you could change the language of the game to Chinese in the top-right of the launcher and check again if they display as question marks, I think they should be displayed correctly if it's hard-coded. But then again, there's nothing I can do since translating hard-coded text would most likely break something in the future.
I'm not planning to play the game right now though, which means if I upload it to the workshop I won't be appling corrections unless they are reported. Or if you're willing to I could send you an initial translation and you take over it after that, you could use it for yourself or upload it to the workshop if you want to.

I checked the localization mod and compared it to this one and didn't find missing stuff that could cause that issue.
It would be really helpful to find out what's wrong if you could:
1. Disable this mod.
2. Go into the localization mod of Colorful Galaxy, the number 2 listed in the description of this mod (you should be able to find it in the folder "steamapps\workshop\content\281990\2923834739").
3. Delete or move the localization folder somewhere else, so it's not used by the mod.
4. Go back into the game.
That should replace all the text from the mod, including ???? labels with the names of their keys, then take new screenshots of the labels that were broken, that way I could easily find them.
A little bit of a suggestion - could you also include easy way to change api's? I mean, if it's just kind of simple script file then it's easy to change in code itself, but if it's complicated tool it would be a nice feature.
