@May technique, it's a problem with textures, mah boy. I got that problem with my Cordons. This purple thing means that texture is different than the one that has been used while creating this map. Which means that you gotta install firstly textures of Dead City add-on from gmod and port them to your folder with map and see the results

Honestly no clue how to resolve the issue but it does go away eventually. Source Spaghetti.

I've reinstalled a couple times and used the specified commands just in case but I seem to have an issue on a couple of the maps (Dead City and Rostok in particular) where I'm getting large patches of purple as if I'm missing some large texture that goes over everything as pictured here: https://imgur.com/ASSH7Ct

Are you sure? I've used these maps extensively and never had HDR issues. And all the files should be there, did you install the maps correctly?
