You can spawn them using the Debug Actions Menu, and under Spawn Pawn just type in Dragon and they appear under Animal. They spawn in blue and friendly.

The abilities are only there the first time they get drafted. If you undraft and draft again all the abilities are gone and they can only walk around :(
