Otherwise, the old saying in the rivals community is to "be the change you want to see in the world".
If you have the time, you can definetely learn the necessary skills to work on rivals mods. It may not look like it, but a lot of known creators started out with no coding and/or pixel art/animating experience. All you need is the will to make it happen, eventually it will.
In my case I had no animating experience prior to my first mod: Rex & Pyra. The community is more than happy to help new people grow and learn on workshop!
