The issue was a mod called Enhanced Arsenal. Sounds like you are hitting something else. If you send me your log. Just run arma and see the issue, then grab the most recent rpt file in
C:\Users\<<YourName>>\AppData\Local\Arma 3\*.rpt
I'll take a look and see if I can see what's hanging.

I've been able to see this happen once where it sticks on 'choosing faction' on another map. But I haven't been able to make it happen again yet. I'll keep trying.

Someone else reported a similar problem and got me his logs. I'm investigating. What factions were you using when playing, and what mods were they from?

It probably a conflicting mod as I can't get it to fail for me. You can try without mods and then add them in until it fails to figure out which one. I can also take a look at your arma log to see if it gives any clues. Arma logs (if you haven't disabled them) are found in
C:\Users\<<YourName>>\AppData\Local\Arma 3\*.rpt
