The game will not download a mod until you enter this menu, so give it a little time to catch up and download all the latest mods you've subscribed too before they show up. Sometimes, a mod will have trouble downloading and installing. If this is the case it will not show up on the list and you can come back and ask here for more instructions.
In this menu, you can select which mods to enable to disable for play. All mods start disabled so be sure to select the ones you want to play with. Once you are done, you can continue. The game will take a little time to reconfigure it's data and set the mods up. You can than set up a game and play with the mods you installed. Hope this helps and come back if you have more questions or feedback!
I believe SMAC owes a lot of its lasting appeal to its leaders and the social commentary tied to them. Each leader's bonuses and penalties said something about the daily lives their people lead. Player's could play with the consequences of different idealogies, economic and political systems, and social values, good and bad.
My designs certainly diverge from the opptimistic nature of the original sponsors, but I don't think it's a bad thing. Not everything in this game has to be a straight bonus, and it makes for more interesting gameplay to plan around both strengths and weaknesses.
@Caribou: I'm a bit inclined to agree with you. In the end, a bonus of 25% rather than 33% just didn't feel very fun to play though. I'm conflicted about it ultimately.
@peachmelba53: I thought the inefficiency immunity Yang had in SMAC was far more characteristic of his sides idealogy than the extra defense, so I decided to focus on that instead. I may or may not implement it more as a social engineering bonus once I start working on those formally.
