Dang, I just confirmed that this requires the latest mountain DLC. That is why it wasn't showing up for me.

I wanted to suggest another iconic development for your future projects—The Amazing Brentwood in Burnaby, BC, Canada. It’s not just a residential complex but also has a major commercial shopping center, making it a unique and dynamic addition to the game. I think it would be an amazing project if you ever consider making it!
