It should be compatible with any mod that does not modify the state categories.

Does this turn Military Base state level from Millennium Dawn to normal?

The mod basically adds decisions that allow you to go from pastoral (or any state category) to megapolis depending on certain requirements. It also uses civilian factories to do so and only works basically based on decisions and scripted effects.

I'm glad you like it. It works for me; maybe you didn't research construction, concentrated industry, or dispersed industry? Or maybe some mod you're using that modifies state types?

hey man first of all thx for this mod but i noticed that with egypt i can urbanize regions from africa but when i picked australia i was not able to urbanize regions at all
