As far as I can tell it's narrowed down to the staff slot only being able to accommodate 1 class, and that class being the base game class. You'd basically need a whole other mod that'd enable being able to list multiple classes as a possible required class on a covert action slot.
Keep in mind that if you use this, you also still get the starting hero soldier, so you get extra hero soldiers (which, admittedly, is pretty fun).
It shouldn't, and isn't designed, to do either of those things. But 'when' they happen, it means its unusable on that persons system. We haven't been able to figure out why this behaviour occurs.
I have the Supersoldiers Restored mod. Should be fine, right? I think it has all the same perks (with extra, I think)
