It is fixed. This MOD has two reload animations. Now, both animations allow for immediate shooting after they finish playing in the local room. On the server, even the animation that triggers only the magazine being thrown allows for immediate shooting after the reloading animation ends (The server only triggers one animation, a unique mechanism exclusive to L4D2 servers.).
