If you're tired of typing snd_restart each time you launch a game session, simply copy "34381909_toutoudeath.vpk" located in insurgency2/insurgency/custom/workshop/ and paste it to Steam\steamapps\workshop\content\222880\343819009\ ,which would make this sound take effect automatically.

If the sound stops working, try typing "snd_restart" into the console while in a server.
