@TheDuke73 the actual version is VMZNEW now, about old version you can read in description. Regarding the removal of cars from other spawn zones, I want to make it better later, now I think such incidents are possible.
Well, I just looked at Constown, and everything okay, perhaps these are bugs in build 42. Or maybe if you use No Vanilla Vehicles or my Vanilla Vehicles Replacer in wrong order, it can affect on vehicles spawn.
