Yes the mod does work locally, since that is how I am using it myself. The problem is in the workshop.

As a temporary solution, you can try to run the mod locally:
Edit or create a file:
"D:\Steam\SteamApps\common\Troubleshooter\Release\bin\localmod.xml"
Сontents, specify the path to the mod downloaded from the workshop:

<Mods>

The modding tool is limited in what it allows, so I can't add TP bonus to a mastery that doesn't have it.
Is it possible to edit the beast masteries to do the same thing?
