It was made in the in game editor. To move the spawn points go into the place find built in types folder in there you should see a spawn point object place it where you want people to spawn. Make sure to have at least one set to normal and one set to contested for each flag.

Was this made with the in-game map editor? How did you manage to change where the spawns are?

All the screenshots are done with no workshop mods other than the map. I believe the reason the view model is different is due to a bepinx mod that lets you adjust many things about the camera made by personperhaps. I simply forgot to disable is when getting screenshots.
