@Space Donuts Actually, it's not the case. It's the car lights illuminating the surroundings. After the player gets out of the car, they are still within the illuminated area, and the direction they are looking in makes it seem like they are the source of the light. The effect disappears when they move farther away.

Basically when you turn on the car lights then get out of the car, the car light sticks to the player just like the video.

Maybe it's possible to have an option in the vehicle menu to adapt existing cars into having the better headlights? Like when you right click on the headlights it has an option to change it.
