Ahh man that sucks, but still a mod that makes them a bit more commonly seen would be nice since I feel its a very under used zombie.

Sadly the Fallen Survivor is hard coded.
You can still edit it's spawn rate but that only makes it more commonly seen, as the game only allow one at a time. In case you are looking for a mod that makes several be alive at the same time.

I wonder if theres a more fallen survivor addon some where's, if anyone could point me to it that would be very nice.

i would like to request one for mud men and worker zombies. Mud men could work on the first map of dark carnival, the sewers in the parish, maybe the sacrifice(?), and in all of cold stream. Worker zombies could probably appear in a lot more places.

Also clown zombies could be anywhere but extremely rare

@Sigma Crusader, sadly no. Fallen survivor are capped to 1 at a time. So even if I increase the spawn there will be only one

Is it possible to do this but with Fallen Survivors? They're my personal favorite enemy that just goes super underused.
