You must disable penetration in most weapon bases and it won't work with hl2 weapons though.

Depends on their implementation. If they create a legit entity for the bullet, propel it and check whether it hit something then no. If they only have a visual representation of a physical bullet and still end up relying on source engines bullet system for firing it, then yes

Indeed. The function was desired to be used as check to prevent nospread cheats by validating whether spread wasn't added to the shot on the serverside. However, as so far I haven't found a universal way of fetching the spread for spread packs it has been left empty
cuz many dont got friends so they fight npc battles, though when they shoot, the same issue such as constantly seeing blood splatters without doing any actual damage persist
