This is not a "fix" as the developers said it was a bug.

And given that we know that both Episode one and Episode two were immediately started development after the main game was finished, I can very easily see them reusing what they already had recorded for the background NPCs rather than just re-recording those lines with different voices.

More of a devil's advocate thing, plus given Valve's history at reusing an already recorded line for something else (since the line mentioned can likely be from the start of the base game). It wouldn't be the first time Valve just reused lines they already had recorded instead of re-recording the same line with a different voice, like what they did with Zoey in Left 4 Dead 1 who had two voice actors, one for her beta lines and one for her retail lines, you can still hear her beta voice actor if she summons the rescue at times.

Are you kidding? All the characters in half-life 2 (except for the citizens at the beginning) know about Gordon Freeman, and the voice was clearly Barney.

To be fair, the "Good job Gordon" could have been said by anyone as well... I mean it's not like the Rebels don't know who Gordon is especially by the time of Episode 2.

Initially, Barney was in this place, in the final version it was cut out, but they forgot to remove the phrase.

Did you know you can hear Barney saying "Good job, Gordon!" when you return into base after strider battle. Probably developers oversight.

I've always did wonder what happened to Barney after Episode One, because it's just weird that he just disappears after that, but given that portal storms ripped through the area since the Citadel blew up, I can only imagine that the train he was on got derailed just like what happened to ours when we were caught in the blast radius of the Citadel.
