-The warlords all meet the requirements to join the United Front, but they don't do it. Looks like GXC and YUN don't do it now. I am going to add absurd motivation for them to join (like AI_will_do factor = 100) and see if that makes a difference.
-Haven't found a link with Mexican civil war but will keep looking. I need to play a test game as MEX and see what pushes them towards Second Cristiada.
-Never even noticed the continuation war problem, it's like going back to the first 9 years of HOI4.
-Don't have the Balkan DLC but will troubleshoot from the txt docs first.

Balance the budget: it would help if the decision actually existed. Looks like I made the tooltip and never thought of a proper bonus.
That's understandable, but it also prevents the ability of getting Navy XP from the yearly Fleet Problems decision. Though I forget if that's a feature of VNR or its non-hard requirement "Pearl Harbor" submod.
For the XP, scarcity motivates strategic planning. There's enough in peacetime to design equipment and fill out the officer corps, but I specifically wanted to limit the ability to just complete all doctrines before the fighting starts. American forces had pre-war doctrine, then re-wrote it based on the Fall of France, then re-wrote it again once they actually fought the Axis.
The Chinese United Front forms but GXC and YUN do not join. I can't pin this down yet. Also Mexican civil war where the cause is unclear. Will look again before next update.

No earthly idea why this mod would trigger a BUL civil war. I don't have that DLC so I can't test it. If you're able to provide more details on who is rebelling, what focuses or decisions they choose, etc., I might be able to scour the code to try to find out. Thanks.
