I actually made a program to turn a scenario into an image, and then another to turn an image back into a scenario. So I could just use the default scenario and draw the flags on the countries in an image editor

EveryL00TBugIsChill it was most likely made with that one program that dude made where you can make scenarios through images, i used it on a scenario i am still working on rn (you can find the map i am using for it on the workshop)
