I didn't fix it, but I realized that it was just the players hand zones being loaded on top. I was able to delete them with the zone tool, so it isnt much of an issue anymore. Thanks for your help though!
For now if you get the error, wait a minute and then spawn a few more packs.
With that being said, I've found the boxes of packs to be somewhat unreliable. More often than not, if a box correctly spawns a pack, you will only get 2 or 3 before the rest become errors. If a pack errors only the wrapper will spawn and the box will, in my experience, never unerror. The work around has been to save the box of a set as an object and spawn that in. The spawned boxes will again give a random amount of packs between 0-8 before erroring out and becoming unusable. You then spawn in a new box and try again.
I'm uncertain if this is somehow something on my end, but if its affecting others too and is an easy fix I figured I should report my experience.
